Sure, there had been a rivalry on the streets between the Turks and SOLDIER (and the general Shinra guard forces...), but things were different off-duty. Zack was different, honestly. The other SOLDIERs didn't really associate outside of their ranks -- though, to be fair, neither did the Turks.
