Vincent was a bit more strict in his assessments. He had pegged multiple people he saw as threats, if only because of where they were choosing to seek jobs or how they looked at other people. Though, one couldn't judge exclusively on those items. Cloud was a good person, was a Shinra infantryman at one point for example.
